I commend the Maryland General Assembly and Governor OMalley for ensuring the enactment of this important bill, which will allow our service members, veterans, and their spouses to transfer their military training, experience, and skills into civilian certifications, licenses, or academic credits that will help them find well-paying jobs.

Im deeply disappointed that civilian employees at NOAA may be furloughed beginning in June because Congress has not reached an agreement to replace sequestration with a balanced alternative.

I strongly oppose this latest attempt to defame and demoralize our federal employees, who have been working hard to address our nation's most pressing challenges. Nobody who engages in tax delinquency should be given a free pass, but this bill would force agencies to fire employees or prohibit them from hiring anyone who has received notice of a tax lien, which is not a final determination by the IRS of liability. This is an uncertain standard to use when determining if someone is, in fact, delinquent on his or her taxes.

We gather this afternoon to pay tribute to a group of Americans whose dedication to public service knew no earthly bounds. These patriots, who lost their lives in service to the American people, must be remembered. Not only because of how they died but by what their lives meant to the many people their work affected not just here in our country but across the world.

We understand that competition for this facility will be fierce among the regions jurisdictions, but we firmly believe that an honest analysis of the cost of operations, security, convenience of location for staff, transportation options, and the promotion of regional equity in federal facility distribution should make Maryland the choice location for the FBI.

With the start of the baseball season this month, many Americans are once again focusing on a cherished national tradition. But there is another great tradition that deserves renewed attention: our longstanding practice of supporting a strong and competitive manufacturing base right here in America. As our nation continues to face economic challenges, Congress needs to step up to the plate to make sure jobs remain at the forefront of its agenda by taking concrete steps to help our manufacturing sector expand and create opportunities for our middle class.
