I was deeply saddened to learn of the passing of my dear friend, former Delegate and Judge David Ross. It was a great honor to serve with David in the Maryland General Assembly, where he worked tirelessly on behalf of Prince Georges County. He was an extraordinary man of integrity and always took a just and balanced approach as a Judge on the Prince Georges County Circuit Court.

Mr. Speaker, as the sequesters effects continue to place our economy and national security at risk, the news that 650,000 civilian defense workers will be forced to take unpaid leave ought to alarm all Americans who are concerned about our military readiness and national security. These furloughs will affect thousands who live in my district and thousands who live in the districts of every Member here.
