Hoyer Statement in Support of Federal Workers Following Trump Executive Orders

January 21, 2025

"An efficient, effective federal government depends on workers hired on the basis of merit, not political loyalty. That principle has aways been the foundation of our civil service. President Trump's executive order reinstating ‘Schedule F’ threatens to undermine that merit-based system by making thousands of federal employees vulnerable to removal at the President's whim. He also issued a memorandum undermining protections for members of the Senior Executive Service, who provide vital leadership and institutional knowledge to their agencies.

"Our federal employees are some of our nation's most principled, talented, and hardworking people who serve the American people every day – no matter who sits in the Oval Office. I would know; I represent 80,000 of them in Maryland's Fifth District. They ensure the food we eat, the water we drink, the air we breathe, and the products we use are safe. They enforce our laws. They provide vital services to the American people. Crucially, they deserve our respect, and the American people deserve a civil service beholden to the Constitution, not a political spoils system.

"President Trump's executive order is just one of many ways he plans to undermine not only our federal workers but also our federal government's ability to deliver results for the American people. Just as I have throughout my time in Congress, I will continue to stand up for our federal employees and stand against efforts to harass them through Schedule F, the Holman Rule, and other tactics."
