Hoyer Statement Ahead of the 2026 Open Enrollment Period

October 31, 2025

WASHINGTON, DC – Congressman Steny H. Hoyer (MD-05) released the following statement ahead of the open enrollment period for health insurance coverage in 2026:

"Tomorrow, I encourage Marylanders to visit MarylandHealthConnection.gov to browse and enroll in a quality health care plan with coverage beginning on January 1, 2026. Even Marylanders who already have health insurance ought to check the website to see how rates have changed and ensure that their plan will still meet their needs.

"That is especially important at a time when Donald Trump and his MAGA majorities in Congress are making Americans' health care costs skyrocket by refusing to extend tax credits for the Affordable Care Act. These credits, which will expire at the end of 2025, dramatically reduce the cost of monthly health care premiums for millions of Americans nationwide. That includes 190,000 Marylanders enrolled in plans through the Affordable Care Act exchange, who will see an average 95% increase in their premium costs without these credits. In the Fifth District alone, we have 24,000 people who were eligible for these tax credits. They would see their health care premiums go up by a staggering 117% on average if Republicans allow these tax credits to expire. Sadly, Republicans have shut down the federal government rather than work with Democrats on a bipartisan solution to avert these severe health care price hikes.

"It is disgraceful that the Trump Administration has put the American people in this dire situation. Just as I fought to pass these tax credits in the 117th Congress, I'm working to preserve them – and protect Marylanders – every day. I will keep pushing Republicans to spare Americans from these rising costs."

Marylanders have from November 1, 2026 until January 15, 2026 to enroll in 2026 coverage. Enroll by going to MarylandHealthConnection.gov or calling 1-855-642-8572.

Americans across the country can enroll at HealthCare.gov or call 1-800-318-2596 for more information.
