Hoyer on House Passage of A-76 Amendment
"I commend the House of Representatives for reauthorizing this reform provision that corrects fundamental flaws in the current OMB Circular A-76 privatization process and provides a level playing field for hard working federal employees competing to keep their jobs.
"Simply put, the provision removes waste and saves taxpayer money by mandating that all agencies subject functions that are performed by more than ten federal employees to public-private competitions before such work can be outsourced.
"As part of such public-private competitions, federal employees can always submit their best bids, and contractors will be required to at least promise enough savings to cover the costs of administering privatization reviews.
"For the second straight year, Congress has shown a willingness to stand up and defend the rights of federal employees.
"This provision, coupled with pay parity, is part of a broader campaign to defend federal employees from an administration that has gone to war with its employees. While I celebrate the victories in this year's Transportation Treasury Bill, I remain ready to fight for federal workers in the inevitable battles to come."
