Voices of Federal Workers in MD-05

How the Trump Administration policies and actions have impacted you and your family

Congressman Hoyer is proud to represent more than 75,000 federal employees in Maryland’s 5th district and is grateful for the essential services they provide to Americans every single day. He is strongly opposed to President Trump and Republicans’ efforts to slash the federal workforce and undermine federal services.

Whistleblowers play a vital role in helping Congress to conduct its constitutionally mandated oversight responsibilities. Your disclosures can make a difference.

The right to communicate with Congress is established in the First Amendment of the U.S. Constitution. Various U.S. laws prohibit retaliation for providing information to Congress, including 5 U.S.C. § 2302 (Prohibited Personnel Practices) for many Executive Branch employees, and numerous private-sector whistleblower protections. However, individuals still take serious risks when they make allegations of wrongdoing.

The Military Whistleblower Protection Act (10 U.S.C. § 1034) prohibits retaliation against a member of the U.S. armed forces who makes, or is perceived as making, a protected disclosure within the scope of the law to an authorized government recipient. It also prohibits restricting a service member from lawfully communicating with an inspector general or a Member of Congress. The Act’s application within the Department of Defense (DoD) and the military branches is guided by DoD Directive 7050.06. For the Coast Guard, see 33 C.F.R. Part 53.
