Advanced Energetics Research Lab (Phase 2) Request: $16,460,000 Naval Surface Warfare Center at Indian Head 3767 Strauss Ave., Bldg. 20, Indian Head, MD 20640-5150 This project will construct Phase 2 of the Advanced Energetics Research Laboratory Complex at Indian Head to enable the Research, Development, Testing and Evaluation (RDT&E) to discover and exploit new and advanced energetics materials. This is a good use of taxpayer money because adequate laboratory facilities are required to address existing facility deficiencies. Energetic materials are at the heart of all Navy and DoD ordnance and weapon systems ranging from the explosives in torpedoes, bombs, missile warheads, or gun projectiles to the propellants used in missiles or guns. Air Operations Fire/Rescue Station Request: $10.15 million Naval Air Station, Patuxent River Webster Field, St. Inigoes, MD The funding would be used to replace the existing, outdated Air Control Tower and Fire Station with a modern, joint facility. This is a good use of taxpayer money because it replaces currently obsolete facilities necessary for efficient and safe operations. The fire station is operating under a Response Requirement Waiver because the existing facility will not house the new Fire Engine. The current Air Tower was constructed in 1978. It has guide wires holding it in position during high winds, limited visibility of all areas of the airfield and size constraints limit the number of operator positions to two. Additionally, the material condition of the tower has degraded to the point of being unserviceable. Special Communications Engineering Facility P-140 Request: $11,043,000 Naval Air Station, Patuxent River Webster Field, St. Inigoes, MD The funding would be used to build an additional Special Communications facility at Webster Field. This will increase the number of Secure Compartmented Information Facilities to address increased workloads which have exceeded current capacity. This is a good use of taxpayer money because adequate facilities do not exist today at this base to perform work in a secure environment and this will allow this special unit to continue work on communications interoperability for our warfighter faster and much more efficiently.
